Not exactly sure about what you want, but making an AR engine is tough work. Unless you're 100% sure that you can do a better job, there are a number of AR browsers out there, such as Wikitude, Layar and Junaio that all have location-based components. Rather than making an engine from scratch, you can create content for these browsers and also create your own apps using their SDKs. All 3 browsers have their strengths and weaknesses, and all of them come with tutorials to get you started.
Personally, I started off with Layar and moved into Junaio. Working out pretty well so far for me. Still have to see Wikitude in depth.
